Position Summary

The Construction Safety and Compliance Manager is responsible fordeveloping, implementing, and maintaining the company's health, safety, andcompliance programs to ensure compliance with all applicable federal, state,local, and client safety requirements. This position promotes a culture ofsafety throughout the organization by providing leadership, training, auditing,and support to project teams while helping prevent workplace injuries, propertydamage, and environmental incidents.

Essential Duties and Responsibilities

• Develop, implement, and maintain the company's Safety and Compliance Program.
• Ensure compliance with OSHA, EM 385-1-1, when applicable, and all applicable client, federal, state, and local safety regulations.
• Conduct routine job-site safety inspections and audits to identify hazards and ensure corrective actions are implemented.
• Lead accident, incident, and near-miss investigations, identifying root causes and recommending corrective actions.
• Develop and deliver safety orientations and ongoing training programs for employees and subcontractors.
• Develop and implement Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and site-specific safety plans in accordance with client requirements.
• Monitor subcontractor compliance with company safety policies and contractual safety requirements.
• Maintain OSHA logs, incident reports, safety records, and other regulatory documentation.
• Ensure all outward-facing prequalification and safety-related information management systems, including ISNetworld, RAVS360, and similar platforms, are properly monitored and updated.
• Coordinate safety meetings, toolbox talks, and safety committee meetings.
• Conduct risk assessments prior to construction activities.
• Monitor compliance with Personal Protective Equipment (PPE) requirements.
• Monitor and ensure proper maintenance, safety, and DOT compliance of all company vehicles and equipment.
• Assist project teams in planning safe work practices for high-risk activities, including, but not limited to:
   
  • Excavation and trenching
   
  • Fall protection
   
  • Crane and rigging operations
   
  • Confined space entry
   
  • Lockout/Tagout
   
  • Electrical safety
   
  • Hot work
 
• Coordinate return-to-work and injury management processes when necessary.
• Track safety performance metrics and prepare monthly reports for executive leadership.
• Interface with clients, insurance carriers, OSHA representatives, and regulatory agencies as needed during inspections and audits.
• Stay current on changes in safety regulations and industry best practices.
• Promote a proactive safety culture through coaching, mentoring, training, and employee engagement.

Required Qualifications

• Bachelor's degree in Occupational Safety, Construction Management, Environmental Health and Safety, or a related field preferred.
• Minimum of five (5) years of construction safety experience.
• Thorough knowledge of OSHA Construction Standards (29 CFR 1926).
• Thorough knowledge of EM 385-1-1 Construction Safety and Health Standards.
• Strong understanding of construction means, methods, and sequencing.
• Experience conducting incident investigations and root cause analysis.
• Excellent written and verbal communication skills.
• Strong organizational and leadership abilities.
• Ability to travel to multiple job sites.
• Proficiency in Microsoft Office Suite.

• Fall Protection Competent Person
• Industry-accepted  Forklift Train-the-Trainer certification

• First Aid/CPR/AED Certification

Physical Requirements

• Ability to walk active construction sites for extended periods.
• Ability to climb ladders, scaffolding, and uneven terrain.
• Ability to lift  up to 50 pounds occasionally.
• Ability to work outdoors in varying weather conditions.
• Ability to wear required PPE, including hard hat, safety glasses, gloves, steel-toed boots, hearing protection, and fall protection equipment.

• Combination of office and active construction site environments.
• Frequent travel to project locations.
• Exposure to construction noise, dust, heavy equipment, and varying weather conditions.
• Work may be performed in varying weather conditions and on active construction sites with changing hazards.
